when I'm talking about a webcam, I'm talking about camera, that compress
video onboard. and have 10/100 ethernet output. other cameras are normal,
with different types of output.

I expect, that such library will take USER SPACE memory (if it is
possible), and only when a user is watching tv, it is possible to
write it for DIFFERNET TYPES OF PROCESSORS (why
not?), optimized, and it can be developed separately from the kernel.
