32kHz works under all circumstances.  The other rates don't, there are
some limitations.  You might have noticed that the video input goes
away in the mixer if you load saa7134 with the sample rate insmod
option set to 48000 ...

It is just not implemented.  Might be impossible to do that without
side effects for the TV sound decoder.
