dmesg says:
bttv: driver version 0.7.96 loaded

So I suppose this could be a problem. however, last time I got bttv/xawtv 
working with most of my channels I doubt I had the required version 
(0.7.105). I suppose I can go through the process of recompiling the kernel. 
Simply replace the bttv drivers with which I compiled this 2.4.20 kernel with 
updated ones?

I did this, (scantv -a as Gerd recommended) but found only a few channels, and 
not very clear ones either.

I tried your configuration files, and all that I got were a few channels with 
(most snow) and a vague signal. Also different channels, e.g. CNN on 
"national geographics". Also the main dutch channels (nederland 1, etc.) were 
not present. So the problem probably not lies in the xawtv or configurations, 
but in the tuner?

it is detected as:
bttv0: i2c attach [client=Philips PAL_I (FI1246 and compat,ok]
i2c-core.o: client [Philips PAL_I (FI1246 and compat] registered to adapter 
[bt848 #0](pos. 1).
