I have one of them -- the IBM Smart Capture Card.  I had to order it
from Japan.

It is composite input and does 320x240, IIRC.  Apparently it came in
two models, one of which does hardware dithering.

The driver is iscc.  There were hacks to vic and other applications to
do viewing and capture.

I haven't used it for several years, so I have no clue whether it is
still supported in any way.
