Or a bttvcard (around $40) and a second hand handycam with working
ccd, second hand handycams can be gotten quite cheap and when only the tapedrive
is defunct they make excellent cams on the bttv card

Bttv card and an "el cheapo" camera module. The ones that they sell as "spy
cams". Surely the module only gives you very sucky resolution but at least
it's real time. You also gonna have to supply power and some kind of housing
to the module so the price may not be so "cheapo" in the end after all.
