How to get tuner set to NTSC??

  If I run 'v4lctl setchannel 50', the bttv and tuner modules load but the tuner does not
get set properly.  I have the following in my .xawtv file.

[defaults]
norm = NTSC
input = Television
capture = over
color = 32512
contrast = 27648

  Actually, is it xawtv that runs v4lctl and sets these?  Can someone tell me how I can
initialize the tuner with the above settings if X is not running.  I am running this on
my server and I don't have X running.  I have xawtv 3.65 installed right now.  Should
I upgrade?
