If you want pre-compiled packages (kradio/kwintv) try:
http://rufus.w3.org/linux/RPM/ByName.html
Or other public repository.

Video4linux is not "application".

You must compile your kernel with the options
required to match your needs (hardware) and then
load the required kernel modules.

Free from the "consumer lockin empire" you now have
a wide open horizon in front of you.
