Yes, you're right - this works now with bttv-0.8.33 and kernel 2.4.18pre7 - I can change channels with v4lctl while ffmpeg is grabbing video. The new versions seem to be causing some problems with ffmpeg capture and/or videolan streaming, but I might just be overlooking some new configuration - more testing to do.
