v4lctl/change channels without xawtv?

I'd like to be able to change channels
while running ffmpeg or another application.

"v4lctl setchannel 51" works if I'm running
nothing or running xawtv, but does nothing
without an error if ffmpeg already has a hold
of /dev/video.  (if I do "v4lctl -c /dev/video..."
I get a "device or resource busy" error).

Is there a good way to accomplish this, or
can ffmpeg and/or v4lctl be hacked easily
to share access?
