Are you sure, that the intregrated line in of your sound card is really
line in and not eventually a second cd in? (My sound card has several
internal connectors which are all used for cd.) If so, the line drivers
of your cd drive may overwrite the line drivers of your tv-card.
Some video cards have multiplexer devices allowing to switch between
several audio channels, but yours seems not to have such a device. So an
audio signal should be in each case on the audio output line.
The small 8-pin device you mentioned may be a dual-op used as line
driver for audio.
