in modules.conf try:
option saa7134 tuner= dsp_nr=2 mixer_nr=1
option tuner type=
try to find some way to not set /dev/radio0 if you have something like 
radio_nr= in modules.conf - remove it

grep v4l list archive
few months (I think about two) ago muted saa7134 cards was one of 
general thread at this list
list another options of module (modinfo -p saa7134)
check another settings
