device or resource busy -newbie

Hello,
I am developing a "C" video conference application ;
I use video4linux API; I am working with /dev/video0 device.
sometimes I get the error : "device or resource busy".

Does this indicates solely that I did not close /dev/video0 ?

Or can there be other possibilities ?
