Sorry, I missed the beginning. What camera, what driver? Any reasonable USB
camera should give at least 7.5 fps, which makes average maximum for
VIDIOCSYNC 0.13 seconds. In general, VIDIOCSYNC should take about 1/f where
f is framerate, or less if you wait a while between successive calls to it.

To be complete: ... if there is video signal. If not, some boards have a PLL supplying a (usually good) approximation of the frame rate; other boards start grabing at (AFAIK) random intervals (2 or more times the normal frame delay).

Exactly. Now the question is, why it takes so long to capture the frame?
Problem with the driver? Badly supported hardware?
