ATI TV Wonder v4l question

I've had a number of problems trying to use this card and have at least worked
around most of them, but there's still something odd I've found: It appears
to take longer to capture video using this card when the video is poor
quality. Capturing video straight off of a TV channel or a newly recorded
VHS tape gives a solid 30 FPS; capturing video off of a bad generation tape
results in lots and lots of skipped frames.

It's as if the computer can't keep up with trying to compress the bad video,
even though I'm capturing uncompressed. Do frames get compressed internally
even if you capture uncompressed?

Also, I can't get v4l2 to compile, so I'm using the first v4l. The problem
is I'm on Mandrake 9, which has incompatible headers.
