I was thinking about exactly the same while reading the event proposal.

Why?  With v4l2 you can just use /dev/video all the time and put the
file handle into vbi mode using S_FMT.  And for v4l1 devices it
doesn't help if we adjust the v4l2 API ...

That is the easiest I think.
