  See that page for details on how to fix it (use tuner type=2).

  The Phillips tuner used on these cards is detected as a PAL tuner,
even though you have the NTSC version.  I would very much like to
investigate this further and find a workaround in the tuner driver,
since very very many North American users are affected by it.  We have
this bug open to track it.
