Read the mini BTTV howto located here:

http://www.tldp.org/HOWTO/mini/BTTV-4.html#ss4.6

Specifically,  4.6 Automating the process

this will load the bttv and tuner modules that xawtv needs .  This will create /dev/video0

Hello,
I'm fairly new to linux and I am having an impossible time getting my TV
card to work. I have a Hauppage Win TV card 848 chip. I'm using RedHat
7.3. I've recompiled the kernel many times with the BTTV driver and
after recompiler xawtv, nothing seems to work.

I get the following after trying to start up xawtv.
This is xawtv-3.85, running on Linux/i686 (2.4.18-3custom)
can't open /dev/video0: No such device
v4l-conf had some trouble, trying to continue anyway
v4l2: open /dev/video0: No such device
v4l2: open /dev/video0: No such device
v4l: open /dev/video0: No such device
no video grabber device available

now I don't know whether or not xaw is the best software to use, but
it's the only one I've found so far. I currently have my bios set to
Plug and Play, does this affect anything? I'ved tried the modprobe
tuner.o, bttv, etc as recommended by Hauppauge but it just returns that
it can't find the driver.
