When you can't control it, you have no active speakers.
(Active speakers need battery or power connection and have
 a volume knob).

When you connect your passive speakers to your sound card,
make sure you have enabled the soundcard's amplifier
(speaker out vs. line out mode). Do you have good volume
for other sound card applications ?

Observe Ignace's hint on the difference of line-in vs. mic-in,
too.

Make sure your mixer settings are sensible, too.
