Yes, I think it can do TS.  There are also indications that the card can
transfer a raw (uncompressed) stream, but we haven't worked out the details on
that.

As far as framework goes, we're aware of DVB and I looked very briefly at it
but none of us have any implementation experience with either ( volunteers
welcome! ;) that or V4L2.  I did notice that V4L2 will need some work to deal
with an MPEG compressed stream.
