1) You may have other hardware problem with your stack, like connector contact problem. Otherwise, you should not have any problem with bttv installation. Check power on 311 and make sure power is on the board. Then use "cat /proc/pci" to check if you can see bt878 (main chip on the board) device in the list. 2) Your config setting is right. You don't need to make any change. 3) When you buy the card, you should have a distribution disk with the 311 card. 4) You will have no any problem to make the board run successfully as all other customers could do.
