So this is not the reason for having to fine-tune.

tuner=2

Perhaps your tuner is out-of-spec and your windows driver does AFC
or it remembers the exact frequencies from it's autoscan.
Bttv lacks AFC, don't know which linux apps remember fine-tuned values.
