You are probably talking about teletext, a 20-year old design that got
some attention in Europe but not much in USA. There is software already
that decodes teletext, but I doubt many broadcasters in USA transmit it
(since not many TV sets can receive it, and not many typical TV owners
would appreciate the feature even if it were there).
