Well, if TV is the only thing which should run there you can pick a
resolution like 640x480 where no scaling is needed and then use
"xinit /usr/local/bin/xawtv -f" ...

That happens because $DISPLAY is set.  v4l-conf is also happy with a
framebuffer device.
