mjpegtools' mpeg2enc supports both MPEG-1 and MPEG-2, but it's an
encoder only, it needs y4m2-formatted YUV420 input, which can come from
applications like lav2yuv (MJPEG/DV AVI/Quicktime/Movtar), jpeg2yuv
(JPEG), ppmtoy4m (PPM), divxdec (avifile compatible divx) or mpeg2dec
(MPEG).

Please read the general mjpegtools documentation and the specific
mpeg2enc documentation, mpeg2enc has a lot of options and surely isn't
easy for using a first time.
