And DVDs (CSS) or MPEG in general (with MPEG decoder licensing troubles)
don't have this problem?

In general, have a look at other projects and see how widespread, or
rather how non-centralized, the development on similar systems is. For a
generic multimedia framework, see gstreamer (http://www.gstreamer.net),
with which you should be able to make a start. Gstreamer should be able
to play ogg/mp3/MPEG/DVD/VCD/etc.
