I presume this is a non-issue if I was to use a progressive scan capable
television set?

Many HTPC users have their PCs connected directly to front projectors
(using a progressive scan mode) and do not complain of these problems,
so I presume it's simply an issue of an interlaced display.

Sounds like this is a non-trivial update to the X server.
