Several processes to one sound card?

We would like to set up a system with 2 TV cards and *one* sound board, with the TV cards in mono, the sound card in stereo, and a specially made cable. IIRC OSS does not allow more than 1 process to connect to the sound device. Is there Open Source software allowing to do that? Taking into account the fact we *must* have reliable timestamps on some of the sound frames, to help resynchronizing audio with video. Which, unless I am mistaken, rules out NAS, ESD and ARTSD.
