just to make sure, that this is out of the game. You don't use the
xawtv-4.00 snapshot? There I also can't change the channel with the new
v4lctl. All minor controls and xawtv overlay mode don't work for me.

You can try my Python TVstation.py and Python/C channel changer stuff at
http://techweb.rfa.org/staff/bill/ to see if it works for you - I had the
older versions that ran into problems, and I modified it a bit and
got it to work with later Xawtv (don't know about the 4.xx release)
and other v4l2 stuff - I forget the what's and why's a bit though
