I suspect you're using an outdated v4l2 spec, i.e. from before the
re-design.  Latest videodev2.h lists types as bitfield:

/* Values for 'capabilities' field */
#define V4L2_CAP_VIDEO_CAPTURE  0x00000001
#define V4L2_CAP_VIDEO_OUTPUT   0x00000002
#define V4L2_CAP_VIDEO_OVERLAY  0x00000004
#define V4L2_CAP_VBI_CAPTURE    0x00000010
/*...*/
