Not in the US.  The PVR-PCI is US$200 if you can even find it.  For that kind
of money, you may as well get the PVR350.  FWIW, the current PVR250 should be
cheaper to produce (1 CX23416 vs. Bt878+Altera FPGA+kfir). 

Some also claim that the CX23416 produces a (much) sharper picture than the
Bt8x8's.

I thought I read somewhere, perhaps the kfir mailling list, that somebody had
gotten the PVR-PCI to perform MPEG compression.  I have one on loan to look
into that, but life has reprioritized that effort to a "round tuit".
