Depends on your definition of "cheap".  Hauppauge's PVR250 has a street
price of US$150 but can be found for $100 on sale.  Linux support is currently
lacking.  Their older Kfir based card does have better support, but is also
about $50 more expensive.

The iCompression (now Conexant) people have another chip in the iVAC line: the
CX23416.  This particular chip is encode only and has only half the pins of
the iTVC15.  Based on nothing but my own speculation, boards based on this
part would probably have a street price of $100, but as the chip has only just
been announced, I doubt we'll see any product for a year.  Again,
documentation is lacking.
