I think it's the "input" signal?  I don't thinks it comes from the tuner.
You could try

How fast are you switching? 8 inputs -> 25fps/16 = ~ 1-2 frames a second?
Try slowing it down.  Everytime you switch the input grab 2-5 frames.

You could try using 2 cheap capture bt878 cards, and adding the extra
inputs yourself.  The brooktree pdfs have the diagrams.  All you need is
resistor,capacitor and bnc connector.
