that's for .xawtv? if so in my ~/.xawtv, in "[global]" section I have

	fullscreen = 640x480

second, you must make sure your Xfree86 can be switched to 640x480 mode.
For example I have following modes for my XFree86 4.1.0

[adam@pepsi logs]$ grep 480 /etc/X11/XF86Config-4

                Modes       "1280x1024" "1024x768" "800x600" "640x480"
