I once wrote a small app to do this.  It is in the RTjpeg package (in
the NS subdirectory), and can be downloaded from
http://www.ee.up.ac.za/~justin/bttv.

This worked great in its day, but now I just use mp1e.  Pipe the output
of mp1e to the multicast streamer of your choice, and then on the client
pipe the output of your multicast client into mtvp.  Works like a charm,
and you can accurately control how much bandwidth you're going to use.
