[V4L] channel on demand?

Dear friends:
I am new to this list. I plan to build a linux plugged with a TV-capture card. 
and could easy change the channels. 
and with realserver and realproducer under linux. 
I hope to offer LAN user TV on net. People could click rtsp://192.168.0.1/channelV.rm
and it may only a cgi trick, and the cgi call the server start to capture such channel 
and make the stream available to realserver and then the client win9x.

Question.
1. is this architecture possible?
2. which card available for shanghai users? is it ok for Taiwan Card?
3. one card could producer different channel at the same time? or n cards for n channels?
4. realproducer could get normal /dev/videoX as input source?
5. producer could be produce on demand?
