If you're not afraid of compiling the driver, the IvyTV Project has a driver
that will work with the Hauppauge 250/350 series MPEG1&2 capture cards and (we
hope) other iTVC15/CX23416 based cards (NavisPro, AverMedia, etc.)

We have capture (with compression) and support (sort-of) for raw capture.
Future features include VBI and hardware decompressed playback for the iTVC15
based boards with video out hardware. Our current focus is to stabilize the
capture(s) and make a beta-release.
