I've been wanting to check this out and I've used your problem to do so.
Way to go Cisco. I like it.

The equipemt: P4 2.4 GHZ, 512 DDR RAM, Maxtor 40GB HD, Win TV Go capture card.

Im using a 1.7 g celeron w 512mb ram on VectorLinux, Using
vloopback-tibit and dc1394_vloopback I can open a pyro webcam in mp4live
at 640x480 on /dev/video3 no problems. Did you manually create your
devices? IE mknod /dev/video2 c 81 2 etc or are you relying on devfs? I
recomend manually creating them and using chmod og+rw /dev/videoxx etc
to set permisions.
do ls /proc/video and you should see a /dev directory and a /vloopback
directory. Are the contents of those correct?

Do you see the vloopback pipes with dmesg? After you get the error
loading are you seeing any kernel panic type errors with dmesg?

  The OS is Mandrake 9.1.

I've had a hard time upgrading Nvidia on 9.1 (rc2) Keeps loosing track
of where to find glx, And the new drivers would not install.

I have tried the tibit version and still no success. When I try to use mp4live with the other interface (/dev/video1 or 2)
mp4live tells me that the interface does not support overlay and can not use it.
The mpeg4ip people say that if it works in xawtv then it will work with mp4live.
When I try to use xawtv with the geomerty parameters like the README files says also says that overlay is not supported.

Studid question but relevant, You can use xawtv right? anddo you have a
line in your /etc/X11/XFConfig-4 file Load "v4l"

Apologies to the list moderator as this is potentially off topic. But I
wish someone in the v4l community would adopt this thing as it's
unsuported, problematic and VERY useful. :-)
