2 userspace apps read from same v4l dev?

hi,

i appologize in advnce for stupid questions.  i dont have tons
experience with kernel hacking or video.

that said,
 i'm in an os course and for the final project, the prof wants me
to hack v4l + bttv to allow multiple userspace apps to get data out of
a card at the same time.

only the first app should be able to set ioctl/settings that modify the
video.

i see inthe v4l2 specs that this is considered an inherently bad idea.
why is this?

are there any reccomendations or suggestions as far as how to go about 
this?

i'm working with bttv 0.7.x, v4l1, redhat 8.0smp.
