Private controls/settings (mpg2 compression)

I'm working with PlasmaJohn on the ivtv project
(http://ivtv.sf.net - drivers for the iTVC15
compression chips - aka hauppage pvr 250/350 series
cards), and we're getting to the point in development
where we need to start coding in controls for the MPG
encoding part of the driver. 

Since there aren't really any other mpg2 encoders for
v4l2 (or linux for that matter),  I thought i would
seek the advice of the list: 

Should we 
A) Program everything up using private controls and
leave it at that
B) Request lots of additions to the spec, and wait for
the v4l gurus to hash out a standard
C) something else.
