I've not made one, but I reckon it shouldn't be too hard to take the chips 
from a USB one, and just replace the USB interface part with a PCMCIA one. 
There's the Philips SAA7111A at

On page 3 of the data sheet it even says "Applications: Desktop/notebook 
(PCMCIA) video"..

I'd buy one. I don't think it would need to be that expensive, parts would 
be around US$20, so prolly about US$60? Definately less than $100 though.
