how to detect v4l2 in an application?

Hey all,

some weird question: how should I detect v4l2 in an application? Reason
I'm asking is for GStreamer. We used linux/videodev2.h availability as
check, but that doesn't work out because of different versions of v4l2
around - some actually being used in distros like gentoo/mdk. Details
are in bugzilla (http://bugzilla.gnome.org/show_bug.cgi?id=105467). What
is the best and easiest way to detect for the availability of the 'new'
v4l2?
