NVRec is capable of doing such a task. http://nvrec.sf.net  I use it on
Debian Sid with my Pinnacle PCTV.  I've encoded fine with both the
msmpeg4v1 and msmpeg4v2 options though I tend to use divx for
recording.  I'm not sure if NVRec is maintained anymore or not, my Debs
say the last release was 12-15-2002, however they're from a third party
site.  The last release from teh downloads section appears to be
7-10-2002.  Perhaps there's a new site that I'm missing or something.

Anyways, once you get everything installed, nvrec is pretty nice.
