You need the drm-kernel and ATI modules for your version of X
If you are using X 4.2. then these are the 2 files you need:

1) 
ATI-4.2.0-16.i386.tar.gz 
This one just needs to be unpacked and then copy the files into the 
appropriate location.
And then configure X to use the radeon driver.

2) 
You will need to be sure your kernel is compiled with DRM and I2C support and 
that the Radeon DRM driver is compiled as a module or not at all.

Compile your kernel and install it 

3) 
drm-kernel-1.2.0-16.tar.gz 
(This may not be required if you just need the tuner functioning)
This contains the code to compile a the drm module for your kernel.

Compile the drm module and then copy the resulting module radeon.o into 
/lib/modules/2.4.xx/kernel/drivers/char/drm/

'modprobe radeon' should load the module. I think this is really only for 
accelerated 3D.

Now when you start X 
Look in /var/log/XFree86.0.log for something like the following:

(II) RADEON(0): Using R200 i2c bus access method
(II) RADEON(0): I2C bus "Radeon multimedia bus" initialized.
(II) RADEON(0): *** 0x856557c versus 0x856557c
(II) RADEON(0): ref=2700 M=0x2a N=0x2b timing=0x56
(II) Loading sub module "fi1236"
(II) LoadModule: "fi1236"
(II) Loading /usr/X11R6/lib/modules/multimedia/fi1236_drv.o
(II) Module fi1236: vendor="The XFree86 Project"
	compiled for 4.2.0, module version = 1.0.0
	ABI class: XFree86 Video Driver, version 0.5
(II) RADEON(0): I2C device "Radeon multimedia bus:FI12xx Tuner" registered.
(II) RADEON(0): Detected Philips FI1236 (or compatible) device at 0xc6
