ViaKT133 and other chipset form via has problems with pci performance.

We had problems when tried to capture from several video capture, however, 
after loading Vialat patch, which modifies several PCI registers, we can 
capture from three video boards without problems. 

Although vialat author, Serguei Miridonov, affirms this patch is only valid 
for KT266 chipset, it seems to be correct for VIA PLE133 chipset. I have 
tried to get PLE133 datasheet from VIA in order to confirm the vialat 
validity, but it seems to be impossible :(
