Afaik, the black borders are there because TV mostly doesn't show *all* the lines. This means that the image information transmitted in the 'frame borders' of the TV signal can't be viewed on a TV anyway, so they're mostly not being used and thus, they are black. Cutting these borders away is the simple solution ;-).
