What the US does has a direct effect on the rest of the world. Even though the US and EU are separate jurisdictions actions of one will tend to effect the other. The EU gave the US the wonderful never ending copyrights and the US is bound to give the EU the DMCA. This is not that 1800's, we are in an interconnected world where everyone is well aware of what everyone else is doing. Furthermore thanks to the Internet, software available in one country (at least Open Source or GNU "Free" software) will instantly be available in other countries.
