leaky bucket

Hi,

I was thinking of capturing video and then encoding it using divx. I like to send it across network at a constant bit rate, using some sort of leaky bucket algorithm to regulate the bit rate.

Is there a way in programming to do it efficiently without swapping the memory, as the encoded video are sent to network constantly while video are pouring into the buffer ?
