  OpenDivX is an implementation of MPEG4.  I don't know what the
licensing situation is with MPEG4, but ...

  You can look at the ogg team's video codec work if you really want
something licensing-free.  Otherwise we just have to hope MPEG's
contributors look kindly on all of these activities.
