Thanks for the quick reply. 
I've set the line-in as the input source, and adjusted the volume,
(using a different input-device checked that sound was going through the
sound-card, being recorded, and coming back out the sound-card on
playback)... so the soundcard part of it is fine, the problem is on the
TV-tuner.

I've checked that the tv-card has no hardware failures using Windows to
prove that sound does come-out of the tuner. It's under linux
(2.4.9-13), that there is no sound coming out of the tuner card. (using
external speakers directly in the TV-card proves this one).

So somewhere in the linux drivers there is a problem that is stopping
sound from being output from the tuner.
