Yes. OpenH323 uses the V4L interface on Linux and has been used
with the bttv driver (for TV cards and grabbers using the Bt848/Bt878)
and with several USB cameras including ov511s and the Philips.

The bttv driver is for all cards using the BT878 chipset.
Most TV cards use the BT878 and some simple boards with
just video inputs use the BT878

If a BT878 TV Card has a composite video input, you can connect a PAL or
NTSC camera and you it with bttv.
